This measure will be implemented directly through directives. Personal qualification: Persons without academic qualifications may also be granted a residence permit if they are engaged in a qualified activity and in the event of a proven shortage of skilled workers. The implementation with the concrete definition of these terms will take place in the directives with immediate effect. Self-employment: The change from employment to self-employment is currently associated with very high requirements. By the end of 2022, the change is to be simplified and by the end of 2023, it is to become permit-free. Quotas: The quota system is to be improved in cooperation with various stakeholders at the federal and cantonal levels. The Federal Council expects a proposal by the end of March 2023. Introduction of an express fee: In practice, the duration of the procedure for a work permit for third-country nationals varies from 3 to 6 months until the actual start of the job (depending on the working canton). The Federal Council wants to change this with the introduction of an express fee in the sense of an expedited procedure at the federal and cantonal level.
