NEWS UPDATE MAY 2,2024 Qatar: Introduction of a new procedure to simplify the registration of employment contracts for existing employees Katar: Einführung eines neuen Verfahrens zur Vereinfachung der Registrierung von Arbeitsverträgen für bestehende Mitarbeiter The Qatari authorities have introduced a new procedure for the authentication of employment contracts in Qatar and have updated the Ministry of Labor (MOL) portal to reflect these recent changes. The new procedure requires residence permit holders to register with the National Authentication System (NAS) to facilitate the authentication of employment contracts. The NAS is used to verify the digital identity of individuals and to be able to use electronic government services in a secure manner. Previously, only authorized representatives of the Qatari employer could register employment contracts, on a different portal - the MOL portal. When Qatar introduced the "E-Contract System" in November 2023, it was not clear whether the system would replace the need to sign the employment contract digitally or whether it would be an additional step in the process. It is now clear that this electronic process replaces the physical signature for existing employees and allows employees to validate their signatures digitally (as previously described, via the NAS). However, employees must still physically sign their employment contract and upload it to the portal, as they do not yet have a residence permit with their signature. Their signature will be automatically added to the contract based on the signature in the residence permit once the contract is approved. The new procedure is expected to simplify and speed up the registration of employment contracts for existing employees, as the physical signature will be replaced by a digital verification. However, employers should expect delays during the initial introduction of the new system, which may lead to slower processing times.
