CONVINUS Global Mobility Insights - Herbst / Fall 2024 Egypt’s Progressive Approach to Work Authorisation for Short-Term Expats Author: Shaimaa Solaiman, Managing Partner at Challenge Law Firm In recent years, Egypt has made significant steps in its immigration policies, particularly concerning work authorisation for expats who are required to visit the country for a short-term business task i.e. for installation of equipment, conducting technical maintenance, etc.. Historically, the only option available for foreign nationals wishing to work in Egypt even for short term tasks was to obtain a work permit. This process, while thorough, often proved to be lengthy and a little bit complicated, especially for those coming to Egypt for short-term assignments. Recognising the need to attract more expats to support both national and multinational projects, Egyptian legislators have introduced a more flexible and responsive regulations. This new initiative allows for work authorisation specifically designed for short-term tasks, ranging from one day to fourteen days. This authorisation can be renewed up to six times while the expat is in the country, providing a practical solution for those who need to conduct short assignments without the hassle of the traditional work permit process. 36

The approval process for short-term work authorisation is straightforward and can be obtained within one to two working days. This forms a severe distinguish to the traditional work permit process, which can take several weeks. Flexibility The ability to renew the work authorisation up to six times while they are in the country provides expats with the flexibility to extend their stay if their tasks require more time without being required to leave the country. This flexibility is crucial for businesses that need to adapt quickly to changing project requirements. Encouraging Foreign Expertise By simplifying the process for short-term work authorisation, Egypt is making it easier for expats to contribute to important projects. This invasion of international talent can help drive innovation and support the country’s economic development goals. Supporting Multinational Projects The new regulations are particularly beneficial for multinational companies that need to deploy teams for short-term projects. It allows these companies to bring in the necessary expats without the delays associated with the traditional work permits process. 37
