Local governments and businesses wouldbe able to play a more active role, enabling timely responses to seasonal or cyclicalchanges in demand. This approach could also ease the workforce imbalancebetween metropolitan and non-metropolitan areas and contribute to revitalisingregional economies.Transparency in recruitment would also improve significantly. By eliminating orreducing the role of brokers in sending countries, the system would help preventexcessive fees and debt burdens on workers. In addition, allowing workers greaterfreedom to choose or change employers would incentivise businesses to improveworking conditions in order to retain employees.The government could cancel or suspend registrations for companies that fail tocomply with labour standards, thereby ensuring fairness and accountability.A key feature of this system is the requirement for employers to provide a detailedjob description before contract signing. Workers would be fully informed of jobresponsibilities, skills required, wages, and benefits in advance, reducing misunderstandingsand building a foundation for more stable employment relationships.Challenges and Future ProspectsTo successfully implement the Employment Registration System, several challengesmust be addressed. These include revising relevant laws to avoid conflicts withexisting immigration and labour regulations, building a robust monitoring andevaluation framework, and developing the necessary digital infrastructure. A phasedrollout, beginning with pilot projects in selected industries or regions, would be aprudent approach rather than nationwide implementation from the outset.If these conditions are met, the Employment Registration System could becomemore than just an alternative method of hiring foreign workers. It has the potentialto enhance labour market flexibility, improve the protection of workers’ rights, andstrengthen Korea’s overall competitiveness in a globalised economy.36
